Brief Specification Description:
Document, file processing; operation demonstration, training and guidance for micro fire station personnel; patrol of key fire prevention areas; 24-hour assistance duty designated locations on major festivals; daily auxiliary fire inspection, etc. (For specific procurement content, see the "Second Chapter - Procurement Requirements" section of the competitive negotiation). According to the "Regulations on the Classification Standards for Small and Medium-sized Enterprises" (MIit Lian Qiye [2011] No 300), the industry to which the corresponding classification standard for small and medium-sized enterprises of the procurement subject belongs is rental and business services.

(b)落实政府采购政策需满足的资格要求：本项目专门面向中型、小型、微型企业采购。执行《政府采购促进中小企业发展管理办法》的通知财库〔2020〕46号）、《财政部关于进一步加大政府采购支持中小企业力度的通知》财库[2022] 19号。本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业等政策，将落实相关政策。
(b)Qualification requirements to be met to implement government procurement policies:
This project is specifically aimed at the procurement of small, medium, and micro enterprises. Implement the "Notice on the Implementation of the Measures for Promotion of the Development of Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [2020] No. 46),Notice on Further Strengthening the Support for Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [2022] No.19). If this procurement meets the government's mandatory procurement of energy-saving products, encourages environmental protection products, supports welfare enterprises, promotes the employment of the disabled supports small, medium, and micro enterprises, supports prison and drug rehabilitation enterprises, and other policies, the relevant policies will be implemented.
(c)本项目的特定资格要求：3.1根据《上海市政府采购供应商信息登记管理办法》已登记入库的供应商。
3.2本项目不接受联合体形式投标。
3.3未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单。
3.4为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该项目的其他采购活动。
3.5单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。
3.6符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
